i am NOT familiar with the horn circut but i would suspect carefuilly prying off the button (if an early c4) and checking the contacts for surface corrosion would help.

there are a ton of threads about horns with many helpful suggestions.
I have the same issue and have checked some of it, just need the time to pull the airbag out.
Do a search in the top right, be sure to put " " around a string of words if that is what you are looking for, and you should see some trouble shooting tips to figure out the issue.
