It would help to have more details. Automatic or Manual tranny? Does the car turn over but not start or not turn over at all? Have you checked for spark? Have you checked for fuel pressure? Do you get a SES light?
The more details you make available the better chance someone can help you.

Jumps fine?
Starter and Batt replaced recently and the problem still exists? Starter solenoid also replaced? A good starting point is to remove, clean and retighten all the grounds and cable ends for the starter circuit. Check for resistance using a DVM. You might also try attaching a makeshift ground from the batt ground to the starter ground/frame using a jumper cable.

If the starter doesn't click or anything but radio, horn etc work it sounds like you may have a parasitic drain going on. Here's something you can try: drive it or charge it to full charge then unhook the battery and let it sit for 5 or 6 days. Hook the battery up and see if it starts. If it doesn't I'd concentrate on the possibility of the battery being bad. If it does start then I'd start going through the various circuits and see what's sucking the battery down. You can check things using something like this tool which plugs into the fuse block and shows draw on each circuit. Just be sure to account for any lights that might turn on when you open the hood or doors.
I chased one at one time that turned out to be something was pressing down against the seat adjuster lever causing the battery to run down in a few days. It was controlled by a circuit breaker in the fuse block so it didn't blow up the fuse.
Hope that helps. Good luck
