my neighbour down the street just purchased a 1990 convertible. When he turns his fog lights off, but headlights are not on, the headlight motor activates and spins the little **** top of the electric motor. The headlight is not move but the motor activates. this only happens on the driver side. Any clues?

I know this doesn't help but my '94 does that too. I rebuilt it but it still does it.
I've learned to ignore it.

i spoke with the neighbour and he said he thinks its the bushings and he is trying to replace them. i'll pass on your experience. cheers.
