1990 Base Corvette, new starter.
Starter spins, but does not engage.

Possibly the armature is bad. Take it to a rebuild shop and see if they can rebuild it economically

OP notes "new starter". Also, "Starter spins, but does not engage."

It can't spin with a bad armature. Starter drive needs to be checked.

If it's a new starter take it, or send it, back...Why mess with it.. You do know that you have to shim these starters to make them fit ..right? It's not just bolt them up and go. You have to get a specific distance between the gears teeth to make them work right..If they're not right the gears won't engage....WW
