Pull hose for FRP check for fuel. Pop the fuel rail up and pressurize fuel system. Check for injectors dripping fuel. Check injector harness for chaffing or short to ground.

The way the 1992 EFI system works - half of the injectors fire at the same time.
One side of the injectors is always hot with Ignition on - the other side is grounded when the PCM wants the injectors to open. So - if there is a short from the "ground side" of the injector wiring to any ground - that could easily cause exactly what you seem to be describing.
IMO - the best thing to do is to pull the injectors while still hooked to the fuel supply rail. Then power the ignition and fuel pump and see if fuel is coming out of any injector. Also check the injector wiring carefully for any damage...
