I like that gold colored timing cover - haven't seen one in that color before but it seems to be a good match. Has it been modified? I think I can see some weld beading on it.

You're going to like this engine. I have a 396 with slightly better-flowing ported LT4 heads. The cam has the same lobes, but on a 108* LSA. Since it looks like DEQ for your pre-96 car involves an actual tailpipe sniffer test, the 113 LSA is probably the better choice for you. The lobes on that car may have short duration, but they have pretty radical ramp rates and lift. FWIW, I have taken my car on a couple road trips and still nailed down 25-26mpg. That's with a ZF6 and stock 3.45 rear gear.

I am trying to collect the various parts I need to do the engine swap. I'm looking at torque converters. The cam is a Comp Cams 268XFI HR13, rear gears 3.07 and the transmission a 700R4. What would be a good stall speed for the converter? Most all of my driving right now is in town and highway. I'd like it to have good manners in town. Should I just stick with the stock converter for now or go for a bit higher stall speed?

For your year, do not stick with the stock TC.
When I had mine on the 86, with the stock 2000rpm TC, it felt just fine to me. Only 85-86 L98s got that TC though. When I had to swap to the 88, with the 1600 rpm TC, it felt like ****. The 1-2 shift started to go first and I replaced with a Probuilt unit to handle the torque. Nearly all of my driving is country roads and in town.
I tried a 2800 PI Vigilante and the TC chattered too much, PI replaced it for free and I had them reduce the stall to 2400. I never liked going to 2800. They refused to tell me why it chattered so much that it nearly shook the car apart at lockup, but the new one did not do that and so I'm good with this one. At 2400 its just high enough for me, I wouldn't ever go higher unless I wanted to build it into a drag-only car. I'd have to say I'm not nearly as happy as I was with the 2000rpm TC I had on the 86 though. So theres your range for driving around town.

With something that mild in a 383 you could probably get away with stock... but you have the engine out so it's pretty to do right now. I have a truck with a 383 and the cc503 cam and 4.10s and it has a stock 2000 rpm stall. That would probably enjoy 3000 and I think your combo with the taller gears would probably benefit from a 3000 rpm stall. I'm not super up on that stuff though. Why not just ask him what he thinks?

I think that with a 3.07 and 3000rpm stall speed, it would slip a lot around town. I think vader86's suggestion is what I'd try to go with. That cam in that engine is probably going to pull pretty hard from 2000rpm.
