Default California Exhaust system Law Change

Do you have a Borla, Flowmaster or other aftermarket exhaust system? Do you have an extra $1000 in your pocket? California wants your money and mufflers.

Existing law requires every motor vehicle subject to registration to be equipped with an adequate muffler in constant operation and properly maintained to prevent any excessive or unusual noise and prohibits a muffler or exhaust system from being equipped with a cutout, bypass, or similar device. Existing law further prohibits the modification of an exhaust system of a motor vehicle in a manner that will amplify or increase the noise emitted by the motor of the vehicle so that the vehicle exceeds existing noise limits.
This bill would include, among those conditions that are disqualifying, a violation of the above-described requirements related to mufflers and exhaust systems.”[/QUOTE]

Like him or not he is the President of the United States. How can you have a real discussion if you refer to him as Lump, Dumpf, Orange man, etc.....your bias is showing.

I'm kind of tired of it all, so I went on a News black out....never any good news, only bad. Remember when CNN actually covered world news, like the gulf wars or some natural disasters.....now you can't watch for 5 minutes without a comment about the President

Back to talking about the reason I'm here..C4s!!

I believe it has to be measured of above 95db at a certain distance to be considered illegal. I don't believe most (if not all) of the catback systems fall into that category if you still run a catalytic converter so you may want to look into that before worrying to much.

Also, anything that had a CARB certificate (I know that is for emissions) deemed it as a legal product for sale in California in the past. If your part has that then I doubt they would be able to force you to change. If so, I'd get a decent attorney involved.

I think this law change actually has less impact on things then the EPA ruling on SCT tuners. If you aren't aware of that one I won't ruin your day and post it. But basically they pushed an update that now makes them basically useless for engine parameters. Not really an issue with our generation of cars but for OBD2 and newer, that's impacting a lot of people that hooked their device to a computer and got pushed the update.

WOrding looks tricky...I have headers and 20" long Ultraflows. Louder than stock for sure but no more than 91deb. I think they measure it at idle, not sure.

What old car DOESNT have headers on it? Not worried about the older coppers on the road they get it, its the youngsters that wanna ruin your day being a hater.

I experienced this 3 yrs ago when I parked mine .Was just gassing up, they pull directly in front of me blocking me from going anywhere. Asked them if everythings Ok gotta go, get a dirty look then they back up. Sure enoguh they ride my bumper for the next mile, was sure Id get lit up.

Sounds like a law we better know better than them and carry it around just in case.

What about the leaf blower laws, all the gardeners gave the middle finger and said come get us. Noone did, how many of them pay taxes?
BAckwards socialist state its become. Used to be the best place on the planet to live. Now its just real expensive

The law is tricky. It is not emissions related. It is equipment related. Initial recorded citation shows it can be very subjective and the ticket is $1000 even if corrected. https://www.semasan.com/legislative-...ll-goes-effect

More CARB Drama. Yet another reason to leave CA.
If you have to keep the weather, goto AZ or NV.

Wait until they raise the registration tax AGAIN. Old Gavin wants health care for every illegal alien he can find and wants CA
citizens to pay for it.

Really guys, there are plenty of states with NO emissions inspections of any kind, I live in one.

They are gradually turning it into an emulation of Cuba, or the USSR or China. Catering to the rich ***, pampered "celebrities" and screwing the common man, handing it out to the illegals and letting them vote to stay in office. I hope that board member that was rude to me and told me to stay out of Kalifonication Nation is starting to feel good, especially since they are slowly taking away the lube and replacing it with valve lapping compound when they tell you to bend over.

Unfortunately, there is a whole generation of weenies that want to impose their will and beliefs on everyone without using common sense. They just keep implementing taxes, some in the direct name of being a tax, some camouflaged like this, in just another bid to separate you from your money, to keep some for themselves and give the rest away to those that don't want to work for it.

Socialism....felons and illegals can go to social service offices and qualify for every welfare bennie in the book. About 38k worth per year.

Not having smog stuff on your car is an instant impound even 67-75 vehicles. If you get pulled over and asked to pop your hood, good luck.

To all the unhappy custom exhaust owners in California: Move out of California ASAP! Not only are your customized vehicles threatened, but terrible things are flowing across our southern boarder to threaten you... according to Trump.

I left Newport Beach,Ca. a year ago and bought a house in Colorado Springs,Colorado. Your weather is nice but......Love it here!! In Colorado Springs city there's NO emissions for your motors!!! That's right,do whatever you want to your engine! Property taxes are only .5%! Gas is a dollar cheaper per gallon. The Laws and Taxes in So.Cal are freaking stupid!! How's that new govenor,Gavin Newsom working out!?? Oh...and don't get me started on gun laws!

Well this got political quick...

Anyway, the boats were the same way, 95ish db or under. 95db isn't quiet by any means anyway but it ain't loud either...

Wont go in a muffler. $1,000 is enough incentive for most of these ***-hats to put the mufflers back on their ****. Good.

Once again, if anyone is unhappy living in California, MOVE. It's over crowded here, and I need more room to "open up" my '96 on the freeways. In a perfect world, all states would have some clean air guidelines even for 25 year old cars. We all need to breathe. And yes, CA does tax too much for everything. But, I was born here and I'm used to it and know no other way of life. I'm spoiled with our great weather, coasts, beaches, deserts, mountains, and National parks. Maybe the lesson here is, don't put an extra loud exhaust on your Corvette that's going to **** off your neighbor if you happen to start it up at 3AM, and that neighbor is 200 feet away. (I am done being political)

So glad I left California.

It may be aimed at motorcycles, but unintended consequences are our fun weekend cars.

I always find it funny how people focus on weather of California but never mention the constant wild fires (that the rest of the country has to help you put out), mud slides when it actually does rain and the droughts that put some cities in concerns of finding adequate drinking water.

In sum, yup, their are some great things about CA but that can be said about nearly every other state. Look at it holistically and the pro's don't always out way the cons thus why so many are fleeing so fast.

Youre right especially with the cost of living now.
Anywhere affordable is real bad...even "ok" is super pricy.

I read around 3k people a day are leaving NY and CA due to cost. Traffic is another story

Theres stuff to do but youll spend all day sitting in your car to get there. Making a 12 mi run to work would take me over an hour easy

Yup, 900Sqft. Townhouse with two parking spaces in the East Bay, $1700/month. No A/C, decent area but not a pricey area (Union City if you want to look it up). In Michigan I have a mortgage on a 2600 Sqft house with a two car garage and plenty of driveway parking, $1200/month including taxes in a nice area.

11 mile drive to work, 40minutes and that is not taking I880, that was worse. This was by car, on a motorcycle due to lane sharing I could do it in 15.

Let's not even talk about going to the DMV, the cost of registering a car, SMOG inspections... ugh! Also, anyone moving in had better have owned their car for a while. If not, you may have to pay additional taxes on the purchase price to meet CA tax level. No BS, look it up. It falls under unique circumstances, but it was going to hit me. Paid cash for a car before I moved there, traded in a large SUV. In the state I was moving from the tax was 6% on the difference not the total price of the car being purchased. CA was going to make me pay additional taxes on the credit sum from the trade in and the additional percentages on the entire purchase price of the car.

My take home pay was 50% of my actual salary. I did carry benefits for my family which factors into that, but the state taxes was a shock after moving from a state with no income tax. I bet you are thinking that is because sales tax was higher instead, but wasn't the case. Sales tax was higher in CA than the state I moved from.

Everything is more expensive: gas, chicken, tobacco, alcohol, tires... you name it was more expensive.

The cost of living adjustment equated out to be a requirement to double my salary just to make things equal.

Also, there is such a population density you wait for everything. McDonals, hair cuts, grocery stores... doesn't matter you will wait in a long line. Yet, you will feel very lonely because the people in general are impersonal. You are surrounded by mass people yet feel lonely. Completely different than living in the south.

Pros, weather was incredible and the bay area doesn't have wild fires. Lot's of opportunity business wise.

My wife was a teacher there... don't get me started on that.

Depends on where you live in CA. We don't even have annual smogs in my county. Very low population density.
3 acres, 1700 sq ft house (just the two of us) and separate garage. Mortgage is 1050. No complaints here.....but I do fly my State of Jefferson flag proudly. ;-)

Back to the exhaust law. Fortunately, the exhaust I just installed on my '96 isn't much louder than stock, if at all. I forwarded the above link to someone I work with who has pretty much "everything delete" on his hot rod 5.0 Mustang.
Can things be better here? Of course. You just have to escape the madness to enjoy the weather.
