What you are pointing to is part of the AC (Accumulator)and if was leaking you're AC would be Inop. So is the leak condensation dripping off the part.

If it's water, it's condensation. If it's oil, your AC hose has a pinhole.

It's "sweating" condensate so basically the water. Is the fluid clear?
