In my vette c4 1990 ventilators work all the time. Just after engine starts, they start as well.
Second thing is that when is cold outside, it engine starts quite hard.
I think those two things are connected with each other.
If anyone has some suggestions, I will be appreciated for them.

Check your coolant temp sensors, should be two of them (at least their is on my 85). One is for the gauge and one is for the ECU. If the fans are on all the time AND it is hard to start only when cold it sounds like the sensor that talks to the ECU may be bad and is telling the car it is hotter than it actually is thus bypassing the cold start routine.
if you are talking about your HVAC (blower motor that blows heat or ac through vents) then your blower motor resistor is most likely culprit. When they fail, they fail on full blast. This is so in case of emergency you are not starving for defog front windshield. It is located on top of blower box, under hood, passenger side, beside the #8 cyl.
