Hard to steer 92, any suggestions?

My 92 convertible, with 84K miles has been hard to steer lately. The problem is only when turning real slow in parking lot driving such as pulling in a spot or backing out. Even when still, the wheel is hard to turn, unless I rev up the engine, then the wheel turns fine. All accessories are original on the engine. Any suggestions as to what this may be? Power steering pump? Steering rack? The power steering fluid is fine with no leaks and is at the proper level. Any help greatly appreciated!

heard of the term "morning sickness"
my '85 has the same type of problem, only it does it in the morning (or after long periods of sitting) once the engine compartment warms up it seems fine, oh yea, that increased idle speed helps too. sounds like its the rack and pinion ('92s had those, didn't they?)
