No, the light will come on if i turn the power key, it just has full power no matter if the light is on or off.

On my 91 the power is lower with the light off even with the chip, and full power with the light on.

Default Full Power/no LED

That makes sense really if the PROM is programmed to default to "FULL POWER".
It just doesn't know enough to let you see what "it's done"! But you do "feel it"! The momentary action of the switch in this case is only activating the LED, the primary function of the switch has been "deactivated". I could be wrong as hell but it seems likely.

Your '91 PROM doesn't have the "DEFAULT" programmed into it I suspect. Most don't I believe.
