I highly recommend Rich at Corvette Corner in Rowlette. He has repaired multiple years of vettes for me, but done a fair amount of work similar to what you list you need on my 90 ZR-1. They have always been fair and the work excellent. 972 412-2325
I bought Nitto NT 555 tires from Discount Tire for my 90 and have had them at TMS up to 120 and they hold great. I wish that Michellen had their PS2 ZP available for the rear because that is a great tire. I have them on my 09 ZR1 (factory stock) and just got back from driving them on base vettes, ZO6 and ZR1s out at Spring Mountain track and they make a base vette handle better than a Z06 with stock tires - but I could not find them in 315/35-17.

Does the Lurker aka Jim Milstead still work on Z's up in the Dallas Area ?? Corey Henderson near San Antonio is excellent. Maybe you don't need a ZR-1 expert to do most of the jobs you need done; just a good Corvette shop.
