Starter Signal Trouble

Starter Signal Trouble
I'm moving this from the C-4 general tech section hoping for help here-
94 ZR1- I do not know the history of the car, it has been sitting with a dead battery. When I got a good battery in it the security light on the console remained lit, although it has now gone off. I'm not getting a ground signal to the starter relay. The ignition switch/clutch switch circuit works. I do not have a functioning remote.
Any ideas?

One more tidbit to try to get you guys to help with this problem- I believe the ground signal I'm missing for the starter relay comes from the ECU. I believe the anti theft system may be my problem. I don't know where to go from here, apparently there's a proprietary GM scan tool which would tell me what to do next.
I hate giving up and sending them to the dealer, but that's next.

If it's a weak signal from the ecm to the starter, you can bypass the ecm by jumping off the big purple wire found under the ecm using a relay wired directly to the battery.

The starter solenoid is energized by the starter relay which is to the left of the steering column. The ignition switch sends a signal through the clutch switch and fuse box to the relay. That signal circuit is completed by a ground in the ECU. I'm not getting that ground. My guess us that this is either security system trouble or ECU trouble.
What is the VATS?
