after plenum is off is there any way to test starter before replacing it?

Of course! With coil packs removed you have access to the starter. Use a jumper and connect battery (+) to the solenoid (purple wire) connection. Provided you have 12.5 volts at the battery, and your connections are good, the starter should roll over as long as the jumper from the battery is connected to the solenoid connection. If it just clicks but does not roll, the solenoid contact ring and posts are probably burnt and or pitted (a common problem, according to Search info). You can buy a new solenoid armature and associated contact ring on Ebay, or do what I did and polish the ring and replace the contacts with new ones.
