I would like to buy a 1991 ZR1 originally delivered, and still in New Jersey, to California. Assuming all smog equipment is in place and functioning correctly should it pass smog tests in California?

No need to move it, I can answer this.

C4 ZR1's, when sold, were 50 state legal and if your equipment is functioning as it should, yes you should pass CARB incoming to the state.

I guess I'll add, in order to support the comment, that California specific C4's had a tag. If you look at the Service Parts Identifier decal under the console box lid (RPO sticker) you should see RPO NN5 "Emissions System-California. RPO NA5 was "Emissions Systems-Federal". This tag was placed because the car underwent an additional test before leaving the factory which made it "California Certified" and then the cost of this sticker was passed on to the consumer. The cars, whether they had that or not, were the same.

CA has been tightening their standards so a vehicle which would pass when new might not now ... it's a crap shoot.

And you're incorrect. Cars 1999 and older are subject to the same Bar-97 test they have been for a long, long time. There is one enhanced version, but it's a 5 gas analyzer, visual, etc. There have been some standard increases, but only on OBD2, which his car is not.

Change your oil before the test, make sure your filter is clean and make sure the engine is good and warm with some miles on it that day. It'll pass if its in reasonable shape. 1980 Malibu's pass Bar97....a ZR1 that's taken care of sure will.

Doesn't matter if the car is certified federal, just so long as it isn't new (the state defines 'new' as less than 7500 miles/less 6 months old), it can be brought here as any other used car.

Isn't it only a safety inspection since the car is over 25 years old? I hear California is very strict with there emission standards and only 91 octane..Make friends with a mechanic so he could just give you a sticker..

I think both my vettes would fail there in flying colors....

What kind of sticker would that be? As stated Ca keeps lowering the smog levels. My car at one point tested @ the max Nox levels of 702 on a bone stock 91 with 7000 miles. That car has failed twice and today the car @7000 miles wouldn’t pass smog today. Getting ready to do the smog mombo in a week,I always dread this having somebody touch my car.

My '95 originated in California and had a notation on the window sticker shown on the lower right side just above "Total Options". A $100 charge was added to the cost for "California Emissions Requirements".--Bob

The hell with em....We pay enough Frigin taxes living in these big cities....Mod the hell out of your car and try to park it off street so the cops don't see the inspection sticker.....I know guys in NY running big HP machines that Havnt been inspected in years...

And it has nothing to do with OBDI or II.

I have owned my ZR-1 since 2000. CA smog test every two years. They stick an exhaust analyzer into the exhaust while plugged into the OBD port.
Look at the CO and NOX limits to pass over the years. THEY HAVE CHANGED! REDUCED! The DMV website says no, but they have been lowered.
I have saved all my slips over the years. Some of my earlier results would not pass today.
I am in LA County, so BAR-97 applies and maybe not in other California counties.

Good excuse for maintenance.

I would _think_ this means that CA-delivered cars may have been different smog-wise, or perhaps just tested differently ...

Now lets say you wanted to mod your car, porting , cams exhaust even up the displacement....With all that work does it change what the car reads on a smog test? Looks like California needs to get a better transit system.....

I would imagine for a '95 they would. '95 has the appropriate DLC/ALD connector.


I believe the additional charge was for the EXTENDED WARRANTY requirements for the emission components in the vehicle build. I believe the owners manual would explain the CA warranty time/mileage differences that apply.
