Many replacement rotors are completly uncoated and once water hits them, you get rust.
You might try using hi-temp BBQ paint in silver. Clean the surface with a wire wheel on a drill or a wire brush. Get some of the cheap foam brushes from HD or Lowe's and spray some paint into a small can. Use the foam brush to apply the paint on the outside edge and the hat portion of the rotor.
There are lots of rotors available that are zinc coated. The zinc won't rust and the coating quickly wears off where the pads contact the rotor surface. That part will show a little rust after washing the car or driving through rain, but the pads wil quickly take that off.

Zinc coating or silver engine paint ( with ceramic) on the hub...
The contact surfaces will rust after you get them wet. Even if you zinc coat the whole thing, it'll wear off. Driving the car and braking a few times gets rid of that rust.

Forgot to mention, some forum members have done some nice work with powder coating.

Be sure to get a VHT (very high temp) paint. Most caliper paint kits provide paint that is up to 500 degrees. This is fine for most calipers but won't work for rotors. Get 1200-1500 degree paint (look for "engine" or "exhaust manifold" in the title to get you in the right neighborhood.

had the same problem when put new rotors on our 99 coupe. Rusted within a week or two. I took the lazy way out...don't have the time to remove wheels, etc. Bought a set of chrome rotor hub covers from Ecklers. They cover all the rusted area and look great with the zo6 chrome wheels.

Yes, VHT is the brand you are most likely to find at Autozone/PepBoys/NAPA etc. I did mine when I bought new rotors and now after washing, you can see how they are protected (the rusty leftovers on the firepath will wipe away after the first brake application of course). I put several coats on prior to putting the rotors on and used the leftover stuff to put on the calipers after I painted them with duplicolor. Good luck!

and hit the brakes when you need to. It might squeel a bit, but other than looks, WTH.

how do you get rid of the rusty film on the rotor surface permantly. I can wipe it off but comes back right a way after I wash it on my new 06 c6 250 miles. my 04 c5 never did this.

Rust is very frustrating, so I decided to replace the brakes with the Brembo GranTurismo package. Sure, its expensive, but no rust and damm it looks really good with my wheels.
