Default New C5, A Couple of Bugs

Hey guys I'm making this post for my dad, he just bought a 1999 6-speed vert, pretty good condition except for a few things here and there. First whenever the engine is running the oil pressure gauge is pegged at 80 psi, I'm guessing it has something to do with the sending unit and understand this is a common problem, but what exactly do I need to do to fix it? Another thing is that the horn only works when the wheels is turned to the left lol, sounds like a loose wire close to the switch right? You might have guessed from my name, but I drive a mustang (please don't hate me haha) 1990 LX with a 351w. What do stock C5's run in the 1/4, low 13s? I've only been to the track 3 times, but my best was a 13.8 @ 103mph with a 2.1 60' and 3.08 gears . I have 3.73's waiting to get installed and drag radials on the way so it should be close. Thanks for your help.
