Well I got the Stereo working again, all it was was a 5 amp in-line fuse that I pulled to check and reinserted it and the HU came alive.... I had to pull the console apart to install the hyper-flash adapter so I was half way there. The hyper-flash adapter from Richard (Corvette Enhancements) did the trick....
So tonight I didn't get a chance to work on the seat belt but there is always tomorrow night. It's on the list....
I had a similar problem with another car. I drove in reverse slowly and hit the brakes firmly. That motion broke loose the locking motion of the retractor. I them pulled the seat belt out slowly and that solved the problem. Hope this helps.

BTW: I've got a brand new 08 CTS that has a rear seat belt that doesn't release...GM!!!
