I have lived in Olympia and Vancouver, WA and I've had no problems with my blackouts on the rear of my car. I have never had a license plate on my front either and I've been pulled over three times without having either of them mentioned. He definitely didn't need the front license plate for that laser to work though...CRAP!!!
Not quite correct. I have the Blacked out Halo's and live in Wisconsin. The light output is probably ok, but you need to have red reflectors on the back as well, probably would be an issue. I just had my car emmision tested, the DMV did not even question the lights.

They are illegal in every state. Getting a ticket just depends on who pulls you over. The one exception I am aware of may be the tinted Halo LED's because they still put out equal or more light being tinted as the stock lights.
Tinted lights aren't necessarily illegal if the federally mandated reflector is functional and they put out at least as much light as the stock lights. It's the reduced light output that is the problem.
