It does look like water was being used to attempt to put it out BUT it might have been all they had. I'm a firefighter by trade and I've had to put out a vehicle fire with water before. Yes its not recommended but sometimes you have to make lemonade out of lemons. Most times to its just a regular fire hose you use but you send foam through the lines to take care of a gas fire.
