Might want to PM either JW Motoring or theradioflyer - see if they can give you some suggestions. If they worked before, then I'd have to agree it sounds like something wrong with the wiring inside the lights, especially if what you took off worked just fine.
I had something sort of like yours, My one halo stopped working and started making all my lights crazy. (hit the brakes and all lights would go on Fogs Head and turn signals. I just sent my one light to Radioflyer for a fix. I will let you know how it comes out. He just got the light last night.
Sounds like you need to talk to him(Radioflyer)
I had the same problem with LED bulbs in the brake lights and LEDs in the front corners and DRL. When I stepped on the brake, the DRLs went out and the DIC dimmed. Whith the brake on, the car shut off and the door open, the chimes went on. With the parking lights on, all was normal...the fix was to go back to regular brake light bulbs. Adding some resistors may also do the same thing. Seems like LEDs all around does not draw enough current to make the car happy. This was with a JWM hyperflash harness.
Try unplugging the lights that are not lighting properly and turning the socket 180 degrees and plugging back in.
Sometimes the simplest solutions are the correct ones. If that doesnt work then I would try to figure out if it's the lights or the wiring. Remove the halos and reconnect the original tail lights and see if they work correctly, if they do then it's a problem with the wiring. Also the suggestions from others to contact JWM or the Radioflyer would be the next step if your still stumped. Good luck bro.
Try this: disconnect the connections on the inner lights and rotate the socket 180 degrees and re-connect. Depending on who modified your lights, the polarity of the center section may be reversed. It wouldn't to verify the contacts on the inside are free of corrosion. (the 3157 socket is prone to this.
No I don't have a hyper flash harness...and yes it is a little different, but I will get pulled over for it sooner or later.
I have swapped all my exterior (and some interior) lights to LEDs so I installed the hyper flash harness and have not had any problems with my halos or other LED lights even after removing them for some paint work.
If the advised reinstall does not fix the problem, I would suggest adding the hyper flash harness.
thanks guys....the problem is solved, i removed the two lights in question, then i put regular bulbs in the sockets and turned on my flashers and they worked just fine. then i plugged in one of the halos and got the same thing, so as i was unplugging the halo I saw it blink so i just started to wiggle the plug and they worked, but if i push the plug in all the way they will not work correctly.

If you have CRC electrical cleaner, I'm willing to be your contacts in the 3157 sockets are in need of a good cleaning.
