I used to get "no front plate" tickets all the time since I refused to drill holes in the front bumper.
I forgot to put it up once and got pulled over for not having a front plate... Realized I was being stopped and the plate wasn't up, and then put the plate up while the cop was walking up to my car.
It didn't work out as planned. I still got a ticket but confused the hell out of him. He gave me a ticket for not having it in the right spot or something like that. lol
Denver requires a front plate as well but I have never ran one. I get ticketed when parking on a meter downtown but never in a pay lot, go figure. I've never been pulled over for it though (knock on wood ).

You don't have to drill ANY holes in the bumper to mount a plate by the way.
