Of course there are. They hire humans. I've been to crappy restaurants and don't have to profess on the internet that there are bad Chef's out there.The media and internet hysteria over "bad cops" is absolutely mind numbing at this point. If your rights were violated...sue them and make a few bucks instead of crying on the internet about being "profiled".

A. A bad chef provides you a service...you have a choice to supporting their business or not. In addition, a chef is paid by a business that cares about itself..has oversight...has managers who ensure quality, etc. Business that don't, often don't last long. It has nothing to do with humans, it has to do with management.
B. The law is designed to protect officers from lawsuits due to qualified immunity. I've had my rights, under the law, violated many times, but the burden on you to prove the case far beyond the typical standard is burdensome. How do I know, because I've tried, several times. Unless you get the ACLU to back the case, you have an uphill climb. In addition, attorneys within the city are very reluctant to bring the case forward due to retaliation. Make no mistake though, the officers that have been drawn into cases and got out of them only got WORSE afterwards. The worst officers are the ones who face reprimand then get past it. I could tell stories...oh boy, you have no idea.

3. You can file a formal complaint with the Chief/Mayor/Council...often that triple bang will get you a response. The Chief/Mayor/Council are rarely in agreement because there is a power struggle happening (in smaller town structures anyway, where things are more personal). Inevitably, they have an obligation to put it on the officers record, which can then be later requested in a Right to Information Request. There can be various courses of action if it's not filed or included...but that would take dedication to the cause.
In the end, I know plenty of people like you. Scoffing at what you see from high on the hill like you're above it all. I can tell you though, the decline of standards within these depts (which I've watched myself) is drawing good people into it, and the high and mighties like yourself should be the first ones to step forward and support keeping govt in check.
