I have this uncanny ability of making the most smartassed, disrespectful post, when I read something so ridiculous... I'm just afraid, if I post what I actually think about this issue, I would even out do myself... So I will refrain from any sort of abusive comments, only because, I might even lose respect for myself. Not that those comments would be considered unjustified. I just think that the vial and disgusting verbiage would embarrass even the spirit of my departed mother.

to answer your question:
1) SOME fog lights equipped with HID light source CAN be bright enough to effectively (though not legally or safely) navigate at night. This depends on the condition of the lenses on the fog lights. It's worth noting that the Hella Micro DE fog lights with a 55w xenon bulb were plenty to easily see the road, however in order to keep from blinding oncoming traffic, they needed to be aimed at 0 degrees elevation. With a light source this low to the ground, you are not as easily able to illuminate the road at distance even with a powerful light source. I tried it, and decided against it.
2) If you hate the look of the pop up headlights, you can always upgrade to fixed headlights. Our Stealth light cannons eliminate the dated (and some might say dangerously dim) headlights in favor of sleep modern-looking Bi-xenon projectors with substantially improved output:

I can barely see at night with the lights on. Certainly not going to turn them off. But I do like the looks with just the driving lights on.

If the OP doesn't like the look of the C5 headlamp buckets when up, then he can look at Radioflyers Stealth Light Cannons They are pricey, but no more pop-ups and the light output is many times better that the OEM C5 headlights.

My god the forum police on this site take their "job" seriously. You guy's really need to lighten up...
OP, someone before me nailed it on the head. The elevation of the source of the light is almost more important than the light output itself and that's the problem with the foglight location. When foggy, you want the source down low so as to light the road/not the fog. On a clear night you want the light to shine down on the road like a streetlight to gain the maximum benefit while keeping the direction of that light out of oncoming traffic.
I don't think the flip up lights look "bad". Hell, at night no one can see them anyway but I agree; for that hour or so at dusk it doesn't get any more badass than a C5 with parking/fogs on.

I run with the fogs only just up until dusk then I put the headlights on. Not worth risking injuring or killing someone just cause you don't like the look. If it's that bad upgrade to some fixed headlights.

I turn on my headlights when there is still enough light out there. Better to be safe and visible. Corvettes are difficult to see sometimes especially by bigger higher sitting vehicles, especially the darker colored Corvettes.

Have you seen the lights that pop up lower with some sort of high intensity bulbs (not the ones in plastic bubble they actually use existing housing covers) they look cool to me, and will give you a custome look. Search for them, much lower angle when on! You may even turn them on before you need light!
Put this on the wrong posting, sorry, but seriously you guys are relentless, just make a suggestion that makes sense, how many of you have blackout kits? I'm sure they are not legal either and if they are they shouldn't be....I can't hardly see break lights through them! I already know nobody on here spins your wheels from the other thread with the video of the poor guy who wrecked his car, some of you act as if it was your car! Op asked a simple question, no need to insult him!

Those do look pretty sweet. Are they HIDs? Where to get them? Would love to know whether they are legal.
