My first to mods that made a night and day difference in the ride and handling on my stock 04 were Michelin Pilot SS summer tires and Bilstein HD shocks.
or get a supercharger so you can hit it in second - shift into third and impress yourself with the new sound and feel of power
Gears if you have a a4 nothing in this price range will come close to improving your sotp feel. You haven't said unless I missed it is it a auto?That makes a big difference in what to do first imo. Gears compliment anything you do next.

If it costs you 10k then you haven't just done one mod hahahs.
Its one mod to a perfectionist but seen as several to a hack.By the time you add the gauges, fuel system, meth system and the other ancillaries that go along with a job done right,its 10k easy but its only one mod to us perfectionists ! If your going to do something, do it right the first time.
If I could only do ONE, it would have to be the first one it did and put on new "chrome" wheels (the GM Speedline thinspokes are still my favorite wheel after 15 years!)...
There are so many that are inexpensive and easy that it seems like they are not really mods to me. Examples are the CLB or LMC5 for reliability, the CAGS so you can control use the gears you want, etc.
For my first mod, if my car had wagon wheels, it would be wheels (I like the polished thinspokes too.)
If it had other wheels, then it is hard to choose between new tires (although this is almost like maintenance) or an axle back exhaust for a better sound.
These sort of go with my budget and first mods. Money no option there are superchargers or bigger motors that may fit the original question of best mod.
i swapped from 3.42 to 3.73 and with such a small jump i was very impressed with the difference in performance, with stock 3.42 gear kind of felt like a turbo had to wait for the car to get in the power band with the 3.73 gear its always in the power band really was the best bang for the $$

these cars handle pretty good and can handle mild HP upgrades (50 to 100rwhp) with out the need of suspension upgrades for street cars not every one is going to autoX there cars so i personally dont see a need to spend thousands on suspension upgrades for guys that just get aggressive when they feel the need to and never compete unless its at a red light, I think the true fool is the one who spends thousands in upgrades and never needed them and the car mostly just sits under a cover (why do it?)

I would have to say full exhaust. Only counting as one mod because it is all exhaust. I mean headers all the way back. These cars just sound so mean when the exhaust is right.

My '04 came with those wheels. I originally figured I'd replace them with spyder wheels (which I still think look fabulous), but the more I learned about wheels the more I came to appreciate the Speedline OEMs and their elegant but simple design. The polished aluminum is very tasteful and attractive. I may have them cleaned up some day (there's some pitting on the barrels), but I don't think I'll ever replace them. They're classic, just like the C5.
My best mod was ditching the runflats and putting regular tire on the car. I'm open to a tune, however. Maybe next year.

Mine came with them as well, I thought they were nice but I wanted to upgrade .....I was shocked to of gotten $1000 for them..I guess a lot of people quite like them
I've done just about everything there is to do to my car and the one thing I couldn't live without would be my radio flyer light cannons.
I couldn't see anything with the stock lamps.
If the rest of the car had to be totally stock it would be WHEELS/RIMS.
Dunno, I love my stock z06 wheels and I love the thin spokes. Get tons of of compliments on the wheels. Never got compliments on the sound until I did the full exhaust, now I get compliments on it all the time.
