They will take some work, but you should be able to get them to look like new.

I would replace them personally. If I had to probably would try oven cleaner as I heard it works very good on exhaust tips BUT make sure to protect paint work and your hands. Good luck.

jcgunn, don't worry about the comments-
These will clean up just fine.....
I've owned 5 BMW motorcycles with stainless steel exhausts, and Harley's with chrome plated exhausts, they will clean up the same way-
Take the finest steel wool you can buy at the hardware store, and Simple Green cleaner.
Spray the SG on your exhaust tips, let it sit for a while, and then start scrubbing gently with the steel wool. It should clean up really quickly-
After it's clean, get any GENTLE chrome or stainless polish, and GENTLY rub in small circles to polish out any remaining dirt or burned-on carbon deposits.
When done, wax with a good quality carnauba wax to make it easier to clean next time.
Good Luck!

I stole the picture, but I've used this on all things metal and it's amazing what how it works. There are several different brands, but they all seem to work pretty much the same. Ace Hardware sells something similar. It an impregnated fiber, you grab a chuck and go to work; never fails. Will not scratch.

I have some Corsa slip on tips that will be up for sale soon (I'm putting on a new axle back system). I had the factory exhaust and tips that I didn't like. Too small, dark colored and didn't give me the "shine" I was looking for. Fairly inexpensive and a quick way to dress up those beat up tips.

I just used a powerball mini and some mother's mag and aluminum polish on Ti exhaust and the tips look phenomenal. If I was to do it again I'd go with something milder maybe that simichrome stuff.
