While we were building our house, we rented and I used this between the water spiggot and the hose. https://www.walmart.com/ip/Camco-EVO...&wl13=&veh=sem

It is not a complete water system, but with a good car wash soap and the water, it did a fine job.

A filter will remove particulate matter suspended in the water, but not dissolved solids or minerals. You still have hard water after it passes through a filter.
A water softener will remove the dissolved minerals, and if your water is that hard, it would be advisable to get a whole house system. It will keep your pipes clean also, taste much better, clean your clothes better,and you will feel squeaky clean when you get out of the shower.Ask me how I know. It's a great investment.

Ditto. Our well is drilled down into limestone and the water is off the scale hard. A whole house unit is the best investment you can make, as it avoids the clogged up pipes in the house plumbing system, and the frequent plugged up faucet filters. But, when you are dealing with superhard water, you need a unit that can cope. The cheapo from the big box store is not going to do the job.

I had a spigot added in the garage off the water softener that I use because we're on a well. Wash in the early morning before the sun gets high and I get pretty good results.
