Yellow isn't the most popular color, so I would deduct a little compared to a black or red car. It also depends on who is selling it, a dealer will expect more than a private party.
I'd offer 15k. That would be a pretty good deal. Although it maybe worth a couple thousand more.

What options are on the car and what condition is the exterior/interior? How about the tires and is there a maintenance record available?
I'd say the value may be in the $17-18K range with those miles if things are in very good shape.

The Anniversary Edition option included a burgundy exterior with shale interior -- see the last examples in the link above.

So, I bought my 2004 50th Anniversary Edition convertible in October of 2015 from a dealership just north of Baltimore, MD
54,000 miles on the odometer, overall great condition but did have a couple paint issues I could haggle over. It was a one owner car purchased from the same dealership back on '03 and they could give me all the service information they had. The car had been serviced regularly. The owner died, so the wife traded it on another car. They were asking $20,900. After several hours of negotiation and walking out (to go eat) I wound up paying $19K and some change out the door. Tax & Title and tags.
I love this 03 and have already put new wheels and a DDMods bezel and HU in.

I just bought an 50th Anniversary Edition after watching the national market for them pretty closely for at least six months. I also saw many listings of 2003's mistakenly described as AEs. My impression of the non-AE 2003s is that they go for a little less than 2004s, and a little more than 2002s....in other words, they are pretty much priced like any car from 2003, with no particular added value because of the year. The AEs definitely bring a premium above that, I'd estimate about 20%-25%, with low mileage ones being much higher.
