Called Vette Nuts. Marc was very helpful and very honest with me. Because of my location and the extreme shipping cost buying a good used fender from him puts me within 30-50 bucks of just buying a brand new GM fender from the dealership. And since he doesn't have any black ones at the moment I would still have to have it painted prior to install. Thus I would save precious little money. His advice in my case is to just go get a new one.

It doesn't matter what you buy, you will always see a better deal later.
I built my car from salvage and have been buying a lot of parts over the last two years. I run into this all the time.
The new fenders will always be there and your car is still drivable.

Well it does have oem marks on the back side so i guess it is but has had holes drilled and repaired. I can get new in the box GM fenders for $315 shipped to my door.
