Just go in through the rear access panel of the wheel well liner. A few screws and you have open access to the computer area. It may not be as easy to work in there as with the whole fender off, but I think it can be done.
If I am wrong on this someone will chime in.

But the first time can be a pain as getting the rearmost screw holding the PCM in is a challenge.
Also be sure to take out the small fender screw just ahead of the right door under the rocker. This will allow the fender to be flexed out enough to get your nut driver and hand around the left side of the PCM bracket to LOOSEN the left screw. DO NOT FULLY REMOVE the left screw as getting it back in can be VERY time-consuming.
Here is a great How To from ECS.

The flexing of the fender is primarily due to the front fenders being made out of similar construction as the front and rear fascias (RIMM urethane). They appear rather rigid at initial glance because they have multiple attachment points in the fiberglass front fender liner.

The fenders have a lot less flex, which you'll see after removal.
With that said, the fender removal is really quite easy and can be done in just a few minutes. Although the mounting hardware near the headlights, and the one nut up against the frame at the door area can be a bit testy to get to. Remove the inner fender, remove mounting hardware of fender and simply lay it aside.
