I’m looking to put a sport seat into my ‘99 FRC. I would prefer to just swap the seat back and not the whole seat. The question is are the seat backs the same on driver’s and passenger’s side? Doubles my chance of finding one if I could use a passenger seat back.

My understanding is that the frames are the same and all that is required is the foam and the cover from the sport seat.

You are correct. As soon as you take the standard seat skins and foam off the frame, you'll be looking at the sport seat & standard seat frame. You won't have the functional bladders but it will have the sport seat look. I did the same thing with my car. I like the look better.

So would it be possible to just modify the base seat cover to put a slot into it for a harness?

I don't see why not. If you have access to an industrial sewing machine I would think it would be possible. You would need to install a couple zippers to be able to close it also. I needed new covers for mine anyway so I just replaced them. Probably take less time to change them then to modify them. At least in my case it would be.
