Ever heard of curbstoning?
Saturday I took GF to look at Kia Hamster car(Soul) on other side of Phoenix, owner had us meet him at a Autozone.
First thing I noticed was it had no license plate and a temporary registration paper held on back outside of window with black electric tape.
I kept looking at the expired temporary registration and asked the guy (did you just buy this car?)
Apparently he is a sneaky dealer or small time car flipper, posting in the for sale by owner section of Craigslist auto/trucks.
I didn't get pissed even though I drove about 60 plus miles through heavy traffic due to freeway construction to see this car, I try to remain calm.
We drove it but just like a 5 minute drive, well she did I rode in passenger seat, we looked it over and let him know we would think about it.
Yesterday I offered him 5000.00 instead of the 5500.00 he was asking.
He says yes but keeps pushing for cash, and also asked about sending $ through Bank of America as a transfer through phone app.
I told him no, we will get him check in person because we have to get the car anyways.
Told him we can come Wednesday at noon and we will bring cashiers check for 5000.00, if he sells it to someone else in that time, their gain, our loss.
Now he is demanding cash if he has to wait until Wednesday.
Also asking why the wait? I didn't reply yet, but that's when we can get off work and both go.
Does this seller seem desperate to you?

"Curbstoning is when a dealer poses as a private seller to sell a car. By curbstoning, a dealer can avoid having to comply with the same regulations dealers are upheld to. To a buyer this could mean buying a car that has a salvaged title."

Why no plates? Is it an auction car from out of state? Maybe he is trying to get in your hands before you find out how expensive and difficult it will be to get registered in your state...

I asked him if he had a carfax he said no.
I ran a free carfax first and it shows maintenance at dealerships and emissions tests back to near beginning, this appears to be a Arizona car all of it's life.
I was prepared to run a full carfax for 40 bucks if he agreed to what I requested about getting it on Wednesday, he didn't reply until today at 9 am.
Right now I think we are going to move on to other cars, I really don't like he put it for sale by owner if he is a dealer, or even a amateur dealer doing one car at a time.
The whole point of buying from a owner is hopefully they can tell me the history of the car and avoid sales people.
I did and still like the car, but there are thousands of cars out there.

So what state issued the temp tag? Arizona? Other? A temp tag, assuming it was issued for that particular car, means that somebody applied for a Certificate of Title and license plates. Temp tags are usually good for 60-90 days until the permanent plates arrive and placed on the car.
The "seller" should be able to provide that info and it may even be written or printed on the back side of the temp tag. A reputable licensed dealer should have used a "dealer plate" to drive the car around to show it to prospective buyers.
I would pass on this one even if the car is in excellent condition and at a good price. Just seems to smell....

Sounds borderline or possibly across the line of illegal. If he is a dealer, he would have to charge you sales tax.
Does he have the title?
I would make a hard pass on this one...

Less ugly than her lemon PT Cruiser I refuse to work on anymore.
I suggested Honda Civic or Toyota Corolla for good mpg, but she is used to sitting up a little higher in PT Cruiser, feels weird driving low to ground cars, except my Corvette because I drive it.

I knew of a car that was wrecked hard; it was repaired by insurance and on the carfax it only shows "Serviced at dealer" on that date.
Every time I see that on a carfax I chuckle. It could mean an oil change, or $5300 worth of repaired crash damage.

We recently bought our college age daughter a Camry for college. We wanted a Grandma car, one owner. I must have reached out to over 20 on Craigs and they were all flippers...

Before you buy a car from a "private owner" google his phone number . This should give you an idea of what he's been up to . Check the name on the title and how long it was owned .
