No.
The Z16 package for the Z06 is specifically the Commemorative Edition which automatically includes the stripe package. Any other non-Commemorative Edition Z06 for 2004 would have been a non Le Mans Blue solid color (Torch Red, Millennium Yellow, etc).
Targas and convertibles equipped with Le Mans Blue paint however did not include the stripe package. Obviously there would be other short comings as they weren't Z06s (no LS6, no carbon fiber hood, no titanium exhaust, etc).

Maybe some of our more informed members other than myself will chime in and correct me on what I posted above, but personally I did not believe that you could order Le Mans blue in a Z06 without the Z16 option.

Interesting, I did not know that. Is it under the decal? The CF line is part of the decal. Do not see any exposed areas outside the decal.

If you wanted a blue 2004 Z06, you were stuck with the Z16 LeMans Blue, right?
Just verifying my 2003.5 Z06 was the last of the Electron Blue bunch.

Mine is a z16 lemans blue, and mine did have them removed. I found out later the car had been previously wrecked and some body part were replaced...aka hood and trunk lid. cf hood and truck were replaced with factory c5 parts and repainted to lemans blue. so the roof stripes were removed also to match, but my front bumper and rear deck and steering wheel still had the z16 emblems.

Naked Z16
Back in the day...when there was an active Z16 Forum, we called this a "naked Z16" - a CEZ06 that had it's stripes removed. A few owners did this because they didn't like the look of the stripes but loved the color. I think the stripes really set the car off. To my recollection, all US cars were shipped with the stripes on; some rumors about foreign cars not having them but I can't confirm.
It is very easy to determine if the carbon fiber hood - unique to the Z16 - is still on the car...it is much lighter than a non Z16 hood and will "wobble" pretty good if you shake the hood side to side/up and down when lifted.
The hood on a Z16 is carbon fiber but the "band" you mention is only on the decal - the hood is fully painted. The words "carbon fiber" are inlaid on a crosshatch pattern but that is only on the decal.
Also another post above seemed to suggest that both the hood and trunk lid were CF - only the hood is CF, all other body panels are fiberglass.
FWIW - any good sign shop nowadays should be able to replicate the trunk and roof stripes...not so much for the hood because of the CF and cross hatch detail. That's why I picked up a spare set many years ago that are tucked away in a closet. Just hope the wife and kids don't toss them after I'm gone one day!

The hood isn't the typical "woven" carbon fiber that everyone is used to seeing. It looks more like a pressed or vacuum formed carbon fiber.
And inscription looks like "EARBORN FIBER" lol

There were no ‘Z16 OEM emblems’ on the he car, or SW.

‘Wobble’ you say?
Lighter yes, wobble never when I still had the stock hood. Hell, even my MCM doesn’t ‘wobble’, and it’s even lighter.
