No, but apparently yours is chipping.
Take it to a quality auto body shop. They will (most likely) want to wet sand the clear coat off/smooth and reshoot the clear over your paint.

I had a nightmare of the clear plastic wrap disintegrating, kind of 'chipping away. I don't know whether you have paint or clear protective plastic wrap coming off. If it is the later..you can get the rest of it off yourself, but it takes quite a bit of time. On the bright side, as long as you don't hurt the paint in the removal process, the finish does look new when your done!
