I don't dislike japanese or foreign cars, I bought my daughter an Eclipse Spyder, my son a Subaru Impreza, and my wife an Audi A6. I also own a Honda Valkyrie. I guess my post would actually apply to any beater car who thinks hes fast but isnt. But, in my experience the majority are Japanese cars. The cars that pulled the flyby were a Honda Accord, a Toyota Corolla (96 HP), and a mid 80's Nissan.
allow me to clarify...this may be a local jargon issue...around here, ricers or rice burners applies to (mostly) japanese cars with tons of mods including performance and wings, body kits, obnoxcious exhausts, etc...i do not dislike foreign cars, and have owned 3 celicas, 2 mgb's...2 corollas, 2 nissan trucks, a honda accord, and my wife presently drives an altima...the gaudy, loud (both exhaust and stereo) "ricers" do annoy me sometimes-although i respect those that are really fast (and there's a ton of those around here)....
They call it a "flyby", and as Crocodile Dundee said, they are just kids having fun. I have my fun when they try my modded 454 5spd Dually! I usually hold my cell phone up to my ear so it looks like I don't even notice that they are trying to pass!
i dislike the ricers, too...however, i respect the technology...my son has a friend with an acura that consistantly runs 11's...my son has an '89 crx that should be in the same ballpark when he finishes-he paid $800 for it...i do like the fact that these kids learn to work on these cars, and that the cars are cheap to buy, and the aftermarket speed bolt ons are affordable...most of the kids do all the bolt on work themselves...i believe its a good learning experience for them...even though they won't admit it, most of 'em would really like a corvette, and many will buy one later in life when they can afford it...

It has to do with junking one up with a wing the size of a Boeing 737 and a muffler that looks like a coffee can making a noise that sounds like a cow with a severe flatulence problem.
Speaking of the "ricer flyby" it is also charactaristic for them to do the same flyby even after you smoke them! I have a nicely modified '96 volvo 850 turbo (+/- 250hp to the wheels!!) which is the coolest sleeper and the few times I've been fed up enough to go at it with a ricer they always flyby after I pass them.
Secondly,it is amazing how much more attention I get in the vette - I'm used to driving around a business sedan... definately not used to that...

Besides, I usually just smoke them and post the kills on corvettekillstories.com or ricecop.com
C'mon guys.. there is a big difference between kids that are modding their cars for performance and kids that are just adding dumb giant spoilers, stupid neon, massive f@rt can exhaust and a million stickers in Kanji characters that they have no clue what it translates too...
I do respect Ricers that have serious grunt - and some of them do.
Note my first modded car below - 1975 Datsun B210 - it was Rice all the way... BUT... I transplanted an 12:1CR oddfire Buick V6, a Muncie Rockcrusher and 4.11:1 Ford 9inch rear. It may not look like much, but my "Ricer" ran consistent low 10 on slicks.

Sadly I find most of the ricers around here: 80% of them just intake, exhaust, body kit (in primer of course...) and technically clueless, maybe 20ish % of them actually care about what the motor can do and do the work themselves..

No, I was in Russia for the past 10 days - checking out the Rice there. And, I am happy to report - Rice is alive and well in the Commonwealth of Independent States (the Former Soviet Union )
I will post some pix over the next few days. Saw a Riced BMW, a Civic (of course) a few Mitsus and a LOT of Riced Ladas!!
Young and dumb....they will learn to take it to the track, one way or another.
Last Summer in Cincinnati, a teenager in a modded import was doing 65 in a 35, racing with another modded import. Unfortunately, when he blew through a red light, he killed a woman who was crossing the street with her husband of one week. I am not saying I am an angel when it comes to flexing my Verts muscle, but I am old enough to realize the potential consequences.
