Knock Sensor Level vs RPM vs Cylinder
I noticed this in my tune. There are no changes in it from the stock tune comparison file I have from the HPTuners respository.
Is cylinder #1 and to a lessor extent #4 more prone to leaning out than the others? Why?

The knock sensors YES are calibrated by cylinder---as some do run leaner than others
If you want to desensitize the sensors or sensitize them you should make changes by % to the entire table and NOT alter the stock Cyl by Cyl anomalies---

Is that a per car calibration or is this standard on all 2003 C5 LS1s? I don't really want to desensitize the sensors, I was just paging through my tune and that anomaly jumped out at me.
