Just wanted to resurrect this post as it helped me today! I knew my E- brake lever was the issue rather than adjusting the drum as once in a geat while it would catch and lock the car solid about 1/2 way up. I took the passenger seat out , pulled back the carpet and slipped the E-brake assembly out to were I could clean it with brake cleaner to get all the nasty, sticky original GM grease off, works perfect now. Before pulling the rotors off I suggest you pull the boot back a bit and shine a light in there and see if you see the cable moving, if it doesn't move this is the fix.
