Default Rear tire alignment

The driver side rear tire looks like it is shifted forward in the wheel well a little bit. The passenger side is centered in the wheel well. There is also a rubbing sound sometimes. Let me know what you all think is wrong. Thanks



Also the front turn signals and running lights are not working. The blinker blinks really fast and the rears still work. I checked all of the fuses but have not had time to put it up on a lift yet

not sure about the alignment issue. but, the bulbs could be burnt out in front causing the rears to work - but blink fast. or a bad ground.
