Can anyone tell me the difference in a X Pipe that just makes an X pipe shape compared to the one that actually crosses over. Is the off road X Pipe and the True X Pipe called the same thing?

Yes, some companies will advertise their X-pipe as a "true X-pipe design), if I were ever to get a x-pipe I would stick to the real design vs. two pipes bended and welded together, bassani makes a nice x-pipe.
I put on a Magnaflow X- Pipe. I was told that two pipes bent & welded still didn't allow a true evening out of the gasses. Just a little better than an H-Pipe.

Yea thats true, anything is better than the stock H-pipe, thats why I went to a 3" H-pipe
A catback system doesn't really add horsepower so an X
-pipe will have a very small, if any horsepower gain. What all this does is let the engine run more efficiently thus better overall performance. For the best results you need to improve the airflow in and the airflow (exhaust) out. It's not all about HP gains , but letting everything work better together. The Exhaust and a CAI just help the engine perform.

Regardless of which one you decide on, be careful when you see "off-road" in the description. That's usually an indication that it does not come with cats and are usually illegal in many states to operate on the streets.
Don't know your situation; where you live/laws inyour area, etc but it potentially could be a problem.

IIRC, it is a federal crime to remove emisisons equipment (large fine if you somehow get busted tampering with a catalytic converter). However, if you don't have smog ****'s around, you probably won't ever get caught...
Me, I chose to get hi-flow cats to replace my OEM onces since the factory exhaust sytem was "damaged"; I fixed it with long-tubes, hi-flows, and an X-pipe along with GHL's.
