Dreaded Service Column Lock
I have read all the treads available and have not come across my specific situation.
1. The recall has been completed
2. The Service Column Lock comes on after every start
3. The Battery Voltage Gage (on the DIC) jumps all over the place from 11.0 to 14.6 and does not stay at one level more then 1 second. This started only after the Service Column Lock appeared
4. Last night the headlights would not come up. This morning they worked fine. Prior to the SCL coming on they worked fine
5. The steering wheel does NOT lock
Is this a case of low voltage, does the headlight issue have anything to do with the SCL issue or do I have much more going on here?
Any help would be appreciated.

A week later the SCL appeared and locked the car. Had it towed to the dealer. According to the dealership the recall was already performed once.
There is a #04006A, #04006B and a #04006C recall. My car had the A recall done and the steering locked again. I had to go to GM to get the C recall done. The dealer (Crest Chev in San Bernardino) was a complete *** about it. I even showed the dealer all three recall letters and he wouldn't believe me. I went over his head and he then got nasty. I wrote a nasty letter to the dealership and got an apology from the owner. Car has worked fine since.
