I was recently involved in an accident that required my car to be repainted from the bumper to the doors. When the job was done, it was beautiful. Perfect blending and everything, looked brand new!
Well, three weeks later, my son was backing the vert out of the garage and a floor compressor fell and hit the urethane bumper. The paint came off in sheets, all the way down to the black urethane. I could peel it off with my fingers.
I returned to the shop( who, by the way, have painted hundreds of these bumpers). First of all, they said they would take care of it, no problem. They stated there must be a technical problem and they would speak with their "tech guy".
First of all, it pays to deal with reputable shops. Has anyone had this problem before? What was done to get it right?

Sounds like the "standard response". I would guess the Tech problem is with their Paint Guy, who didn't prepare the bumper properly before painting. Also, there is an additive in the paint for the urethane bumper, as opposed to the body, to keep it flexible and not chip with moderate bumping. He may have painted it without the additive.
My Camaro is in the shop right now and when the painter spray on the quarter it lift and flake off with the old paint under , he use the air hose to blow it off. so he sand the whole thing down to the primer and reshoot the quarter again

had the same problem with a local shop after a repaint.Put a clear bra on to protect the paint and when i took it off to adjust it the paint came off also They re-painted the front but I never trusted them to do any work after that.

Beside what has already been said there is a issue with the term "after market" and "oem" parts. Auto body shops get tied into insurance company's that will provided future repair business based on their dealing with the policyholder to use these aftermarket products. Problem is you get screwed in the process because short cuts are taken to get a job completed and lower the finished work cost. I would bet my car title is that they used a after market bumper replacement and the quality is not the same. Quality auto body shops refuse to be pushed by the insurance company to forced the use of this trash. Never ever sign a ok for auto body repairs till you get a estimate and review with the shop what parts are being used. One other term is "like original" which are parts from a salavage yard that are used no matter the make or model, just go to a quality shop.
