Low beam headlight not working

Low beam headlight not working
I have replaced the low beam bulb on the drivers side and checked the electrical connection.
The other side works fine and both high beams work. Any ideas?

1) Fuse #10 in the underhood electrical center is not blown
2) 12 volts at the connector with the headlights on - pin C- yellow wire
3) Ground at the connector - pin E - Black wire
