I was doing some searching and I read that there is a small electrical board that I can just change from one cluster to the other so I can keep the correct milage.

Functionally they are. The only differences I'm aware of are:
1. The early IPCs ('97 to mid - late '99) were non HUD capable. After that time all IPCs had HUD capable circuitry in them regardless of whether or not the car it was installed in had RPO code UV6 installed at the factory.
2. Beginning in '01, a Z06-specific graphic design on the face (letters "Z06" on the face, checkerboard background pattern and higher redline) was introduced, in addition to the standard design as in previous years for all non-Z06s. Functionally they were the same.
The later "HUD ready" IPCs will work in the earlier cars.

Well i have one more question. I was looking at some clusters on ebay and noticed that alot of them have buttons on the left side that say display, page and have a slider. Mine does not have that so will these not work on mine?

I don't see why the HUD switch wouldn't work for you. It would PROBABLY just ignore the the HUD controls becuase it's not programmed to recognize them.
Also on the mileage swap, there were a few discussions on it and I believe the outcome was that you have have to swap the main motherboard to transfer your milage to the new IPC...
