There is a mechanism in the steering column designed to lock the steering wheel for anti-theft mesasures. The lock itself has a sensor/switch to determine if its unlocked or not. If the lock binds, the steering wheel will not unlock therefore the BCM is informed instantly which in-turn tells the PCM to kill the fuel at any speed over 2 mph. This is for your safety by not allowing the car to be moved with a locked steering wheel.
Now, the issue is, there was a huge problem with this system and the lock did bind which did stop lots and lots of people to the point a formal recall was issued. The next thing was that the recall didn't work either, so a second recall to the first one was issued to fix the first one. After all that, there are still problems for many people.
Most everyone buys a "CLB or Column Lock Bypass" from somewhere like Corvettes of Houston, install it and no more issue. The bypass will cause the steering sheel to never lock.
