I don't know if it was an option for the '97's or not...twilight sentinel, if you have it, turn it off and see if things go out. Cycle the headlamp switch several times and see if it helps but guessing you already tried that. Is there any water in, on or around the BCM?

I don't think it had that option not sure. No water near bcm unplugged it and lights were still on. It is driving me nuts, drove car home from one day and shut lights off and parking lights just won't shut off, and interior dash lights stay on. Do you think it would be light switch or a short. Car only has 20,000. miles

check and reset any codes you have in the DIC. My passenger Door lock switch quit working and reseting the RDCM codes brought it back to life.
It could also be the instrument cluster.

I know this sounds dumb but it happened to me.
On the "dimmer" dial which dims the interior and dash lights, if you twist it all the way counter clockwise it "clicks" and stays on.
When I first bought my Vette I accidentally left it on the "clicked" setting, and it did exactly as you described - lights stayed on until battery died.
Not trying to insult your intelligence, but just something to check before ripping into anything serious
