I've seen in other places on here you can program out the F45. I bought my 1999 in September. It needs a ton of work, and I'm hoping to do much of it, though I know there's some I don't have the know-how to pull off. I've also come in to TWO copies of the 1999 Service Manual(s).

1. Hook up Tech 2, turn car on, make sure module in the rear is plugged in. Do not unplug the rear module.
2. Use Tech 2 to delete the F45 option (F55 does not appear on the menu screen, use F45).
3. Save new configuration.
4. Do not turn car off, do not remove Tech 2. Go to the module in the rear of the car, unplug the grey connector (the widest one), leave any other plug(s) in. [leave the other 1 (F45) or 2 (F55) plugged in]
5. Turn off car, leave Tech 2 plugged in.
6. Remove remaining plugs from module in the rear of car. [never plug them back in again, if you do the F45 turns on automatically]
7. Turn car on to verify the "max speed 80 mph" is gone.
8. Unplug Tech 2.
9. Never plug the connectors back in.

The Best of Corvette for Corvette Enthusiasts
It doesn't look like you got the TIS 2000 disks (2) with yours but that probably isn't a big deal. I didn't see them in their listing or your picture.

From the Sp23-B3 web page:
Tips Help you choose suitableTech II:
There are 5 configurations of Tech2 on our website, they are SP23-B3, SP23-B, SP23-C and SP23,SP23-1
All of them have the same function, their differences are :
SP23-B is the best Tech2 with Black Carry box, more stable
SP23-B3 is the SP23-B with carton box and best quality
SP23,SP23-C is the same as SP23-B, it also includes the Black carry box, but comes from another manufacture.
SP23-1 is the most cost effective one,it is with carton box, will help you save much more money.
Also if you read through the info they are offering a 6% discount now, if you enter the discount code.

you missed a few steps. that wouldn't help anyone who wanted to delete it. They would be scratching their head because they need to get into the menus..
http://www.billswebspace.com/F55Disable.pdf
Step 1. Hook up your Tech 2 (Driver's footwell)
Step 2: Startup TECH2
Step 3: Enter Diagnostics menu
Step4: Enter year of car
Step5: Enter Passenger Car menu
Step 6: Select Body from the menu
Step 7: Select Y body from menu
Step 8: Select body style from menu (Coupe/Sedan is FRC/ZO6)
Step 9: Select transmission type
Step 10: Enter body control module menu for adding/deleting option codes such as automatic headlamps,F45 suspension.
Step 11: Enter Special Functions menu
Step 12: Enter BCM RPO Reprogram
Step 13: Enter cars country of origin(us and canada rpo v73)
Step 14: Toggle functions on and off. The asterisk next to the option code indicates this function has been turned on. Note that the
Automatic and Manual HVAC controls are both turned on. This is normal and should be ignored. Go ahead and hit the save option
button when your done and power off the TECH2.
