Default Driver side door lock partially engages

My 2000 Coupe has a driver side door lock problem. I searched and found a lot of threads/posts about bad relays and motors, but nothing on point. When I push the lock button on the door, the driver's side lock moves, but it doesn't fully engage and lock the door. I have to push it the rest of the way to lock it.

Does this sound like a bad actuator, or perhaps something is binding?

Could be either one but likely the actuator. Either way, you're going to have to pull the door panel off. You may try comparing the effort required to manually move the passenger lock to the driver's side.
