There IS a fuse for the OBD2 power pin.
Something else that can screw you is having damaged / spread apart female pins inside the ODB2 connector.
YES, they can get spread apart and cause all sorts of tuning and scanning issues. I would actually read that power pin to ground with a meter and see if it has power.

Simple test it to see if the Cigarette light works, if not it is the fuse.
The fuse is #07. It reads C/LTR (20 amp) It is in the Instrument panel Electrical Center.
If the lighter works then look at the OBD2 terminals for bent pin.

This is an old thread so you may not get a reply from the original group. But if your fuse 29 (I/P fuse panel under the pass side floor board) is good and you don't have power at the Data Link Connector Pin 16 I would check the connectors in the back of the I/P fuse panel. The DLC gets 12V from a grey connector, but there are 3 of them I'm not sure which one it is but it's called "C2" in the service manual. Check that they're all pushed in all the way and the terminals aren't messed up inside the connectors. It's an orange wire so that might help you narrow it down if you want to try checking continuity between the connectors to see if there's a break.

My OBD port was not working also and my footwell lights and trunk lights didn't work
after much banging of head and reading witch to me is the same lol
it turned out to be fuse #29 in the footwell fuse box for all those issues
