if you have it jacked up high enough to slide under the car or on a lift you can remove it with the wheel still on the car

Her is my fuelfilter on it way out last year . You can see the fuel line disconnect tool on the forward fuel line going to the fuelrail.
The fuelfilter is mounted on the frame close to left rear wheel .

How much fuel is spilled in the process of changing the filter? I have to do it on my back so I assume I will be wearing some of it.

release the pressure at the schrader valve first, not that much, have a rag handy. Be careful with the brittle plastic clip that you have to reuse, it cracks easy

I did drained the pressure to zero psi on the fuel rail first by using my gauge to drain it like this.
Afterwards there some fuel left in the filter itself and the connected fuellines , but not much .

When changing filter I had to move this clips from the old filter to the new one.

Also doublecheck that the files lines at seated properly in their connection .
I started my engine when my car was jacked up to check for leaks , and got one leak due one fuelline where not seated properly i the fuelconnector

Here's a quick video I did when I changed mine (2001). I had the "luxury" of having the drivetrain removed, it gives a better view of the filter location and connections. HTH
