Default power distribution problem in fuse box 2003 vette

I think I have a power distribution problem in the under the hood fuse box on my 2003 Vette. The relay for the fuel pump will pull in normally but it doesn't supply power to the fuel pump. The same is true for the horn (possibly other things) but the horn doesn't honk either. Jumpering power to the fuel pump and horn causes them to work fine. I have checked fuses and tested the relays and all is fine with them. I am working on checking the fuse box for problems but it doesn't seem easy to remove (hints desired here). Suggestions? There are no messages or codes set for problems and the engine runs fine when the fuel pump is jumpered. I would like to get it back to normal where the fuel pump and horn operate as original.

From you description of the issue, I would replace both relays.

My buddy had an issue like that with fuse box in passenger side foot well. It would not power up HVAC. I jumpered it and it worked fine for 2 years. Then he finally bought a used box and that resolved the issue. I believe it is rare but it happens that the wire, tracers or whatever the proper name is burns/breaks and causes this type of issue.
